PresidentTian Lipu, born in October 1953 in Tianjin, is President of the China Intellectual Property Society (CIPS) and Member of the 12th Chinese People’s Political Consultative Conference.
Tian used to serve as Commissioner and Party Secretary of the State Intellectual Property Office (SIPO); Deputy of the 17th and 18th CPC National Congress; Member of 17th CPC Central Committee for Disciplinary Inspection. He is currently Adjunct Professor for Huazhong University of Science and Technology and Nankai University, Honorary Dean and Doctoral Supervisor of IP School of Tongji University; Doctoral Supervisor of IP School of Nanjing University of Science and Technology.He earned his master of sciences degree from University of Science and Technology of China in 1981. He is a professor and honorary doctor of Technische Universität München (TUM). Earlier in his career, he was trained in the European Patent Office, German Patent Office and German Federal Patent Court and reached on IP as a visiting scholar at the Max-Plank Patent Law Institute in Germany. He commanded the formulation and revision of important legislations such as the Patent Law and was one of the key participants and organizers of the Outline of the National IP Strategy. He was voted one of the most influential people of the IP world for eight years in a row.
Secretary GeneralZhao Zhibin was born in September 1965 in Dingzhou, Hebei. He graduated from Zhangjiakou Telecommunications Academy with a bachelor degree of military studies in 1988. In 2005, he earned a master degree of law from the Capital Normal University. From 1988 to 2005, he worked in the army serving at various ranks. In September 2005, he began his career in SIPO, working up to Deputy Director General of the General Affairs Office. In November 2017, he was appointed CIPS Secretary General.

The highest authority of CIPS is the National Representative Assembly which is held every four years. It is responsible for formulation and revision of constitution, election of council, and decision of major issues. Patent Committee, Internet-Related IP Committee and Defense IP Committee are placed under CIPS.The Seventh Assembly was held on November 14, 2017, during which the Seventh Council was elected. The Council is made up of 335 members with Tian Lipu as president, Zhao Zhibin as secretary general and 28 members including Ma Xiaohang elected as vice presidents. When the assembly is not in session, the administrative offices led by Secretary General carry out routine works. In an effort to gather the abundant resources of the Chinese patent community, perform patent-related academic activities, offer patent-related public services and promote development of the patent system, CIPS established the Patent Committee within itself in 1985,.
The main missions of CIPS’s Patent Committee are: relying on resources of the IP community, contact various sections of the society, organize fundamental, futuristic, strategic, pragmatic patent-related research and service activities; organize veteran patent professionals to offer patent-related consultation, services, strategic analysis, custom-made findings to governments, industries, regions, organizations, including those of major weight; organize national or international academic exchanges or evalsuation panels; organize other activities under CIPS’s constitution or principles.
There are 44 members in the Patent Committee with SIPO Deputy Commissioner Gan Shaoning at the helm.
In an effort to enhance research on Internet-related IP theoretical and pragmatic issues, promote development of Internet-related IP, elevate Internet companies’ capacity in IP protection, use and management, CIPS established the Internet-Related IP Committee with SIPO’s approval in December 2014.
The main missions of the Internet-Related IP Committee are: build academic research platform, organize experts to research on high-profile and difficult Internet-related IP issues; explore IP solutions suitable t for the development of Internet and solve Internet-related IP practical issues; follow the trend of Internet-related IP issues at home and abroad and release update reports timely; offer consultation and guidance on Internet-related IP matters; educate the public and raise public awareness on Internet-related IP issues; organize training courses of various subjects, update Internet companies and their workers with IP knowledge, facilitate their development; build platform for communication among professionals, strengthen cooperation with partners of home and abroad, organize discussions for professionals at the national and international level.
There are 46 members in the Internet-Related IP Committee with former SIPO Commissioner Tian Lipu serving as President and Liu Fang, Partner of Leader IP Firm as Secretary General.
In an effort to enhance study of defense IP, execute the strategy of synchronize the development of civilian and military matters and facilitate the improvement and development of defense IP system, CIPS established the Defense IP Committee in November 2017.
The main missions of the Defense IP Committee are: build academic research platform, organize experts to research on high-profile and difficult defense IP issues; follow the trend of defense IP issues at home and abroad and release update reports timely; offer consultation and guidance on defense IP matters; educate the public and raise public awareness on defense IP issues; organize training courses of various subjects, update defense-related technical personnel with IP knowledge, facilitate their development; build platform for communication among professionals, strengthen cooperation with partners of home and abroad, organize discussions for professionals at the national and international level.
